Typically, a person commits harassment when he or she "communicates with another by telephone, telegraph, writing, or via electronic communication without legitimate purpose and in a manner likely to cause the other person annoyance or harm."
A person can also commit harassment by placing a simulated explosive (fake bomb) in or near a building, vehicle, airplane, railroad engine or railroad car, or boat occupied by another person.
Harassment can also be committed by ordering merchandise or services in the name of another person, to be delivered to another person, without the other person's knowledge or consent.
False police reports can also be considered harassment under Iowa law if they implicate another person in some criminal activity where the reporter knows the information is false or the reported act did not occur.
